GCAA Aviation Safety Affairs Area of Responsibilities

Policy regulation and Planning

  • Develop aviation safety regulations aligned with ICAO SARPs and regional standards.
  • Policy formulation for safety oversight, enforcement, and compliance.
  • Strategic planning for aviation growth, including capacity and safety targets.
  • Safety risk assessment and integration into State Safety Programme (SSP).
  • Coordination with ICAO for filing differences in EFOD.
  • Rulemaking consultations with industry stakeholders (airlines, OEMs, airports).
  • Harmonization of regulations with international and regional partners (e.g., EU, US, GCC).

Licensing and Aeromedical

  • Issue and renew licenses for pilots, air traffic controllers, engineers, cabin crew.
  • Approve and oversee training organizations, examiners, and simulators.
  • Conduct examinations (theoretical and practical).
  • Aeromedical:
  • Establish and enforce medical standards.
  • Certify aviation medical examiners.
  • Review and assess medical fitness of flight crew and controllers.
  • Manage appeals and special medical cases

Flight Operations

  • Certification and oversight of Air Operator Certificate (AOC) holders.
  • Safety surveillance, audits, and inspections (ramp checks, line checks).
  • Evaluation of operator manuals (OMs), procedures, and training programs.
  • Development of operational regulations and guidance materials.
  • Approval of special operations (ETOPS, CAT II/III, RVSM, RNP).
  • Oversight of crew training, flight time limitations, and fatigue risk management systems (FRMS).
  • Monitoring of safety performance indicators and operational risk assessments.

Airworthiness

a. Initial Airworthiness

  • Type acceptance and certification of aircraft, engines, and parts.

  • Approval of aircraft design changes (STCs, modifications).

  • Issuance of Certificates of Airworthiness (CoA) and Export Certificates.

  • Oversight of aircraft manufacturing and assembly processes (if applicable).

  • Coordination with aircraft manufacturers and foreign civil aviation authorities.

b. Continuing Airworthiness

  • Approval and oversight of Maintenance Organizations (AMO/MRO).
  • Surveillance of maintenance practices, facilities, and personnel.
  • Monitoring compliance with airworthiness directives (ADs) and service bulletins (SBs).
  • Oversight of Continuing Airworthiness Management Organizations (CAMO).
  • Review and approval of maintenance programs and reliability systems.
  • Implementation of aging aircraft programs and structural integrity monitoring.
  • Investigation of technical incidents and support to accident investigations.
